We're in FCPS but I've also got a 10th grader that sounds a lot like your DD (how well I know that academic hole ) IME, it really helps to have a teacher/tutor/study coach that knows the school. I've not seen my kids have a lot of success with people who were not knowledgeable about the school. Does your DD's teachers have before/after school hours? All the teachers at my kids' MS/HS have after school hours that any student could attend. When DS was in his deepest academic hole, his advisor agreed to meet with him for 20 minutes a couple times a week before school to help him get out of the hole.
I have to acknowledge, some of this took pushing on my part. DS wasn't making progress on his IEP goals related to HW and assessments and was unwilling/unable/too anxious/too intimidated to effectively self-advocate for himself. That was part of the 'lesson' as well. Learning how to get out of a hole is a life skill kids have to learn. But, some kids need more direct instruction/support/motivation than others. HTH.
