The sponsors are going to refuse to vote on the budget without it. With 2 D's, that's enough to hold up the budget. |

But if the tie vote means this bill isn't getting reported up and Northam's VDOE is still letting districts do what they want, then there's no actual action. Just a lot more talk. |
