Maybe the choice she was referring to was the choice about whether or not to get all steamed up about a harmless remark?

There is Section 8 housing in both Bethesda and Silver Spring. Some is mixed in with new development. You can google it.


There is no such thing as "Section 8 housing". Section 8 is a housing voucher. Any property owner may agree to rent under the voucher program.


That's not entirely true. There are buildings with section 8 contracts that cover some of the units. Like The Metropolitan in Bethesda, which has subsidized units mixed in with market rate units. There are also tax credit subsidized properties which have mixed income components. Many of the elderly-only properties also accept those with disabilities, which in this area typically means chronic substance abusers, and those residents do have plenty of kids going to school.
