Who is saying it's ok? I'm glad Woody doesn't have any biological kids, for the only fact that he won't, at least genetically, pass on his fucked-up-ness to any future humans. His lineage is gone. That is a very good thing.

Hard to say, he looks just like Mia. Male version of Mia, uncanny in person.

Mia is into dramatics so she is the type of person that would start this sort of baby daddy questioning, even if it was a one time reunion and/or timing was just wrong. He could be Frank's, he could be Woody's. My money is on Woody because they were together.
