What are you supposed to do when you encounter a mentally ill homeless person who seems to need help?

I posted 12:38 from yesterday and want to reiterate. In a town of less than a thousand, people are going to know who the person is and who helps take care of her or whatever. As long as it has a business that is open, like a gas station or grocery store or cafe, someone will know who to call or if, in fact, somebody needs to be called.
