Where the eff is Congress in all of this? We have checks and balances and we also have 3 branches of government. He is completely usurping Congress’s power to create laws and also to hold the purse strings.

And maybe federal employees. If they don't have ironclad authorization to access the systems they are accessing, and their actions cause a leak of personal information, they might be looking at a lot of liability.
