My understanding is they said it was not a terrorist attack soon after the attack had occurred. They did not have all of the facts and did not want to put out false information. Or at least, not release it to the general public. The mayor knew it was a terrorist attack, which is why she said so in her press conference.

The news evolves quickly, and I believe they were trying to be responsible with their official press releases.

PP here. My husband and I don't own any guns, and I'm not familiar with any mass murderers. It does seem that one of the type the New Orleans killer used can kill a lot of people. His truck killed a lot of people, too. Mentally ill people should not be allowed to operate guns or vehicles.
