If it was SOLELY the fault of former staff, he could have laid the blame at their feet without naming them specifically. He’s saying he doesn’t want to assign blame because some of the people involved definitely still work for the system and he doesn’t want to embarrass them or make them nervous. |

State says that no funding was cut and Woodward was financed by McKnight's team at a lower cost of labor then the standard for State subsidized work. ("Subsidies" are actually state giving MoCo taxpayer money back to MoCo) . Subsidies are still being paid to MoCo since Moco has more than enough compliant work to consume the subsidy.
