With all the people if he was grazed by a bullet someone would have been hit I think.
But the presidential response to an immediate uncertain emergency should not be Fight! Fight! because nobody even knows.
I also think, since he has always felt personally invulnerable, this is going to be a rattling experience although he will not reveal that. I think as well his emotional chainmail closes up pretty fast when he's afraid.
