Congress can just give the land area back. There is precedence.

They don't need to ask MD.

The joke is DC paying a small portion of the massive Federal subsidy it receives back in taxes and pretending that the city is making a substantial contribution.

Congress can just give the land area back. There is precedence.

That would be a direct violation of state sovereignty, so no they could not do so unilaterally.

If you think retrocession makes sense then it doesn't make sense to have states with smaller populations than DC. Wyoming should be merged with Colorado.

First, not every DC worker is a federal employee - far from it. in fact if you're a GS-9 you probably can't even afford to live in DC and WFH or commute from the burbs. Second, a federal employee is no different than any other taxpayer with regard to what they pay in. So what of their salary coming from federal budget? Wyoming was carved out of Wyoming Federal Territory (which in turn was carved out of prior Federal territories of Louisiana Purchase, Oregon Territory and Mexican Cession lands) and was granted statehood so historical precedence exists for turning other federal territories (like DC) into a state as well. If you didn't know that then you should not be having this conversation.
