[/quote] Wyoming was carved out of Wyoming Federal Territory (which in turn was carved out of prior Federal territories of Louisiana Purchase, Oregon Territory and Mexican Cession lands) and was granted statehood so historical precedence exists for turning other federal territories (like DC) into a state as well.
