No, Jolie said the clothes were all up cycled and/or vintage. Looks like Shiloh's is repurposed from a long seamed sundress her mom wore for Guerlain press in Paris. 3rd pic down, front hem cut and strips added to the bodice.

Looks like beadwork was definitely added on the lower tier of the bodice to fill it in more.

+1 They modified the dress to make it less boring for her, and she looks normal and fine considering a gazillion photographers were blinding her with flashes at this moment. Pretty sure she's the tallest one in the group, presuming her mom's wearing heels.
