The County Council adds in fake "placeholderr" building projects into the CIP to keep WJ out of moratorium. The threat of moratorium is helping get Woodward reopened and keeping it a priority, but they can use placeholders as well and in the meantime to avoid moratorium. There have been some threads on here in the last few months about placeholder projects and why people should oppose the ability to use placeholders to avoid moratorium. |
They are not fake placeholder projects; they are placeholders. Also, WJ isn't not in moratorium because of a placeholder; it's not in moratorium because of the reopening of Woodward HS. Ashburton ES is in moratorium. |

OP, I empathize. The development in this county has been out of control for about a decade.
We live near Montgomery Mall, and they're planning hundreds of new 'dwelling units' in that area, plus the area by Cabin John Mall. But no plans for additional schools, despite the fact that the schools are already overcrowded. |
Actually, there is a plan to reopen Woodward HS. And the area zoned for Ashburton ES is in a building moratorium. The population of Montgomery County is growing, and new residents (and would-be residents) like your area for probably the same reasons you like your area. |
But the plan to reopen Woodward is to relieve current overcrowding at WJ and the DCC, not to accommodate new development. |
First, the PP said that there are no plans for additional schools. That is incorrect. There is a plan to reopen Woodward. Second, no, the plan to reopen Woodward is because of projected overenrollment - specifically, enrollment vs. capacity in the 2023-24 school year. Well WJ is already overcrowded, 2581 enrolled with a capacity of 2330. By 2032 it is expected to be 4010 enrolled. |
The Planning Board recommended changes to the SSP limiting placeholders and the County Council took out the changes. They are not going to open Woodward in 2024 under full capacity. And the planned development will not have been completed. |

Nobody cares about new residents. EVERYONE cares about the plans for the schools b/c MoCo does f*ck all about overcrowding. It’s been this way for decades. |
When Woodward opens there will be no seniors there that year, so yes it will open under full capacity. |
