Is it legal for MCPS to pay salary of a private school principal?

Anonymous
I read this at: http://parentscoalitionmc.blogspot.com/2018/05/board-of-ed-pays-147515-salary-of.html

The principal of the George B. Thomas Saturday School is Khadija Barkley.
Ms. Barkley's annual salary of $147,515 is paid out of the MCPS Operating Budget as was the salary of the previous Saturday School principal.

The Board of Education has been paying the salary for the principal of this private school for years.

The salary is even higher than many MCPS principles.

Just wonder whether this is appropriate.

Why do you think that it would be illegal?

I thought MCPS budget should go to public education system. Maybe I am wrong? That's why I am asking.

DP because why is MCPS paying for a private school principal?

Why would they do that?

They already pay for students with special needs to go to private schools.

I don't think the sat school is a true private school. It has an affiliation with MCPS.

Do any other students attend outside of MCPS? MY DH's whole town attended a private school paid for by his city which had no public high school. I don't think there is any issue there. Not sure why it would be higher than other principals though.

It's not a private school, like Georgetown Day or Sidwell Friends or whatever. Have you read anything about it? It's for students in MCPS: http://www.saturdayschool.org/about-us/ And she's not the principal, she's the executive director.

Here's is the salary schedule for principals (the MCAAP one): http://www.montgomeryschoolsmd.org/uploadedFiles/departments/ersc/employees/pay/schedules/salary_schedule_current.pdf

This makes a little sense. But I still feel the salary is too high comparing with Montgomery County Public School principals's salary.
Is Sat School for enrichment and after-school programs?

Saturday School is not a school that is open M-F, regular school hours to provide the bulk of a student's education. It is a variety of academic support services for kids who need extra help at very low cost. If you look at the website, the signature "Saturday School" program - tutoring/academic help on Saturdays at MCPS schools - costs $70 per child for the year. That's clearly not actually covering the costs of the program. If a child qualifies for FARMs it's $40 for the year.
