Newly 40 and I feel like weight is accumulating in this area. I run every other day and maintain a careful diet. Is there anything I should be doing to target this area specifically?

It's sugar from the obvious and food that rapidly changes to sugar like pasta, bread, wine, beans. Cut that totally out until your inner tube goes away and then moderate.
I'm in my late 50's, thought it was age but it really is just fat. My inner tube is gone.

This started to happen to me after I turned 40. I felt like I grew an inner tube around my waist almost overnight. What worked for me was cutting down the amount of food I ate (I already ate a very nutritious diet, I just didn't need as much anymore), and switching to HIIT for exercise.

My general eating rules now are 3 meals per day, no snacks, no eating after dinner. Drink water or black coffee. Dessert and alcohol only on special occasions (I consider going out to dinner at nice restaurant or stopping at the homemade ice cream stand special occasions).

Not sure this is true. I'm a triathlete have probably eat carbs 3 times per week, and never pasta or bread. No beans. I certainly drink wine. My body just started to change. No weight gain. No muscle lI actually got a tummy tuck and lipo. Problem solved.

I got lipo in that area. Going back for a tummy tuck this summer.

Strength train if you haven't already.

What is a “careful” diet? How many calories? What is your TDEE?

I'm the sugar is evil poster. Wine is a huge culprit. Watch getting the inner tube back in another spot. I literally see it coming back if I imbibe on the weekends. IMO it's the same issue our spouses have.
