Well, there's a thread over on Reddit where commenters are rumor mongering that ECNL is maximizing profits with the travel company that is big in Stay-to-Play requirements.

ECNL has always been a marketing company. They don't hide it. Stay to play hits GA too and every other youth sport. That's there are members of Congress going after them

They can, but they have to pay $1000. Some clubs eat it others pass it on to the families
