Not just biting. If your dog (or their long, slack leash) trips someone, or causes them to move into traffic where they get hit by a car, you could be found liable. Especially if it's a child. It's reasonable for a child to back away from a dog on a slack leash who is approaching them -- kids are closer in height to dogs and to a great degree their fear of dogs is just a rational recognition that it's an animal with teeth and claws who in some cases is their size or bigger.

In DC, four foot leashes are required. However the law also requires that the dog be under full control of a person capable of controlling the dog. In some cases that would require a shorter leash.
