Are these pick-up games largely the same groups of adults or parents with random kids? There were some fields in VA where non-permit groups from many areas congregated and even brought grills every week.

There's just a huge amount of mis-reporting of facts in the POPville and DCist coverage.

It's not a DPR field, it's a DGS field. The law requires that DGS charge market rates. The way that they settle disputes is by raising the rate, when supply equals demand you've found the market rate.

The pickup players were illegally jumping the fence.

IMHE those pick up players can be organized amongst themselves. The WP photo doesn't show 50 families with 6 year olds decked out for soccer. I posted this because these private pick up groups monopolized numerous fields which were paid for by youth sports organizations when my kids were young.

Taxes go into fields for construction and maintenance. Money from permits helps with maintenance costs and the permit process helps with field condition and longevity.

From what I've observed, ICE might have an enforcement field day if they showed up at some of the pickup games.

I'm sorry, but illegals should be deported. It would solve a lot of problems and save social service spending, school slots and even free up scarce laying fields. Hasta la vista, amigos.
