IMHE those pick up players can be organized amongst themselves.  The WP photo doesn't show 50 families with 6 year olds decked out for soccer.   I posted this because these private pick up groups monopolized numerous fields which were paid for by youth sports organizations when my kids were young.

Taxes go into fields for construction and maintenance.  Money from permits helps with maintenance costs and the permit process helps with field condition and longevity.

These pick-up games /use are not a few parents kicking around a ball with little kids.  Teams of adults.[/quote]
