Lunatic taking pictures of me and my dog

I was out walking my small dog today when I noticed a man taking pictures of us from his patio (apartment complex). I walked over and said 'excuse me, is there a problem, I noticed you were taking pictures of me' and he said (clearly didn't speak English well) 'you bring this dog over here all the time....you don't clean up His poop, I report you to management" and then gestured to a LARGE pile of poop on the ground. Aside from the fact that I am the type of person who would be so embarrassed about leaving poop that I will pick it up in my hands if I don't have a bag, my dog is TINY and could not have possibly produced the 'poop' he was accusing me of! People not cleaning up after their dogs is a problem in my complex but it was not me or my dog and I am beyond angry some random man was photographing me. I told him it was not my dog and if he continued to take pictures I would report him to management. I'm just worried he is going to accuse me of something and the apartment complex will have no way of disproving it....

Just contact management yourself about him and the accusation.

The management could not care less about some whiny man and his random pictures of people with dogs. Do not engage him.

I would have just held up my bag and said, "I always carry a bag and pick up after my dog. That is from a much larger dog, in case you couldn't tell."

It's not illegal to take pictures of you on the street. Agree with the others: try to explain to him one time, and then don't worry about it. Highly unlikely the manager or anyone else will listen to this guy.
