Go compare video of Trump talking in 2000 vs today and you will see an even more stark decline. Compared to then, when he was articulate, now he uses a 5th grade vocabulary, is barely capable of finishing a sentence without interrupting himself, slurs words, makes up words, repeats himself, confabulates nonsensical, incoherent and improbable anecdotes and so on.

You need to go read the Constitution. Administrations don’t make critical decisions about whether to send troops to war. Presidents do. Administrations don’t sign Executive Orders. Presidents do. Administrations don’t have one on one meetings with other key foreign leaders. Presidents do.
