I know. Sort of. I'm the poster that had been making that point in this thread for a while now.

Here's the problem, though. Early on, the county was silent om child care. In the most recent order, they explicitly addressed it, but the contents of the county order aligned with what the state was already doing.

Now there's a disconnect. And since no one is actually responsible for child care in MoCo government, there's no established organization that can address this. Of course Elrich could, but I doubt any of us have confidence in his leadership at this point (even if you might otherwise generally agree with his policies).

After the Governor's press conference yesterday and the announcement made by Dr. Salmon, we want to be clear with the information that was relayed and provide clarification.

Please see attached the Parent and Provider FAQ, the Child Care Verification of Re-opening form and the memo in regards to group sizes and ratios.
Rooms have a maximum now of 15 and ratios are now at a maximum of 1:14 MSDE has relaxed the ratio requirement in regulation temporarily, until the group sizes can go up to 20.
There must be a qualified staff person in any 3 and 4 year old classroom.

Family child care will revert back to pre-COVID-19 regulations except they have a max of 15 persons, at any time, including residents, in their home.

Instead of an EPCC application, we will now use the Child Care Verification of Re-opening form.

School systems are now able to bring small groups of students and staff into school buildings- it is up to the Local School System (LSS) how they want to use their schools. If child care programs and Head Starts want to use the schools, they need to discuss it with the LSS.

Current EPCC and EPSA programs do not need to complete a new form. They do need to submit a personnel list and staffing pattern. They also need a qualified staff person in the 3 and 4 year old classrooms.

New FAQs are posted - also attached here.
LS will be contacting each of the programs in their caseload (open and closed) to share these changes and provide TA if needed.

Yes, the EPCC program is over. Surely Elrich will need to go to a few different restaurant patios to think about how he can best screw over working families in the county. After all, his collective policy positions clearly demonstrate he doesn't want anyone in the county that can't afford their own nanny.

We heard from our center that Montgomery County is continuing to restrict their ability to open for everyone because they are only in stage 1. For the providers on here, whom in the county could parents call to complain? And can the state intervene at this point to require the county to allow child care centers to open?

What does “restrict their ability to open” mean? Ours has been open for the whole time—first as an EPCC, now open to more families, but with capacity restrictions.

The state won't intervene. I'm pretty sure sure Hogan likes poking fun at Elrich. Maybe he thinks Republicans can pick up a delegate or two over this. I'm pretty sure Hogan is more popular over his response than Elrich is.

Who can you complain to? Well, everyone and no one. I talked to my county council member's staff today and she said/claimed they couldn't do anything even if they wanted to. It's all on Elrich. But I'm not aware of anyone in Elrich's office that responds to calls or emails.

My plan is to file a bunch of PIA requests to different county departments. At least then you get a response.
