I'm laughing at peoples definition of fancy... I don't think of Motons and Ruths Chris as fancy. And we bring our 16 month old there often.

When is a steak place fancy?

My rule of thumb is that it's ok if to bring my kid if the restaurant has a high chair. We also make sure to go EARLY (like 530 or 6 at the latest...my husband says finished eating by 7 is his rule).

It's best to call ahead for the close calls. Palena in Cleveland Park calls itself family-friendly on its website, but it has no high chairs and turned out to be anything but.
