Based on SCOIR data not one single student in the top 20% has been rejected from WISC or UGA in the past five cycles. Wisc and UGA are safeties for the top 20%. UIUC and Purdue (all engineering/cs) have had zero rejections from the top 5% and two total in five cycles from the next cluster down, or about 90% acceptance. Those students use them as backups to Stanford, UCB, ivies for Engineering/CS. They are safeties for the very top. The counseling center for the high school puts them in the "very likely" category, >90%, for these students. They do not have a "safety" category. GT OOS for engineering/cs and UCB OOS are both given match/target status (noted as 25 to 75% chance of acceptance) for the very top group. |

I think the OP knows they are less prestigious. And the OP knows it is weird to dismiss them as less prestigious because the quality of the schools is so high. It's dumb to dismiss schools that offer a stellar education |
But we all choose the best option given our kid’s profile and financial situation. If UIUC/Wisconsin is the best option available, “dismissing” it is a moot point. But if your kid chooses HYPSM over UIUC/Wisconsin because the former is more prestigious, I don’t see anything wrong with it. |
+1 And this doesn’t happen much anymore. Excellent state schools are in demand and everyone knows it. |
