That is a crazy (and desperate) view of the situation. In no world would Penn look so long gone yet Virginia would look like a possibility. If Penn is long gone, then Virginia is very out of reach. That is why this is the opposite situation. He is going to Virginia because it is looking good elsewhere and he wants to run up the score, as well as help with the popular vote.
