I would do something if I was chronically clearing my throat, even if to simply talk to my co-workers and say, "hey, I'm suffering from this. Hope it doesn't annoy you too much."

That’s a dumb approach. What is the point of telling people you’re annoying that you hope you aren’t annoying them too much? That would make you even more annoying.

Yes, contant phlegm for me. It’s called “post nasal drip” and in my case, it is caused by chronic nasal allergies and congestion. Sorry if that bothers you, but consider yourself lucky that you don’t suffer with the same thing.
