In most big cities violent crime is declining. In Washington the opposite is true

DC is not particularly different from other cities, this doesn't explain why DCs prosecution rate is so low relative to cities that also experience urban crime and likely have the same issues.

That bill would have right sized sentencing guidelines which would have increased the efficency of the court system, so yes. Like that bill.
