You're thinking too small. Metro and Metrobus both allow bikes, and also bikes are allowed on almost every street and road in DC. Therefore, the entire WMATA budget ($4.7 billion per year) and the entire DDOT budget ($195 million per year) are "bike stuff." That's right. Many front yards in DC actually are city property. I thought there had been a suggestion at some point to have homeowners pay rent to DC for the use of their garden. So paying for parking on a driveway would seem like the same idea. |
