Neighbor has tree right on property line that has destroyed our fence

That's for dead, dying, sick trees etc. Not because you just don't like a tree.

Perhaps that's the poster suggesting poisoning the tree.

If it's a boundary tree (trunk sits on the property line), then you both potentially have ownership and have to agree what, if anything, to do with the tree.
