Sounds like the law is what it is. Cal just thought they didn't have to comply to those EXISTING laws. Whether or not you agree with them, you still have to comply.
That's the classic catch-22 with these types of law. The locals fought Cal's ability to build more student housing, and then used the law to limit their ability to accept students because they don't have sufficient housing. I agree that it "is what it is" now, but perhaps affected Californians will decide that they don't like giving NIMBYs this type of power.
Besides, what's up with people who move to a college town and then act all shocked that there are college students who want to live there? It's like people who move next to the airport and complain about airplane noise.
