Beyer than expected? Thought that this was Donald Trump's project, not Don Beyer's.

Seriously, there are real questions about how the Trump Organization violated its promises that were material elements of the Federal tender award, including hiring a particular architect and preservation of historic elements inside the building.

Yes, he violated that part of the contract. He also agreed to bring on a multibillion-dollar real estate investment, Colony Capital. Instead of teaming up with Colony as advertised, Trump put the federal lease on the property up as collateral to secure a $170M loan.
