Unique Living Situation, Nasty New Neighbors

Not sure if this belongs in Real Estate-I rent a basement apartment in a SFH. There is another basement apartment and the entire three floors are rented as well. I've lived here five years without much incident. Owner/landlord is long distance. Three months ago new tenants moved in upstairs and in the short time they have been here they have opened my packages as well as the other basement tenant's at least three times. All mail and packages are delivered to the front door which is a covered porch. When we complained, they insisted we have our packages sent to a pick up address (?!). The landlord informed them that this would not happen, that they needed to read the names on the packages to insure whom they belong to. They have basically ignored the landlord's (and our) requests. There have been numerous other problems with these tenants yet the out of town landlord seems unable to reign them. Other than move, any suggestions? I'm at a loss as to how to deal with these people as they ignore all polite requests in person and in writing.

They appear to be American and from the local area. Not sure how this is relevant.

Tell them the truth. It is a federal offense to open mail addressed to someone else.

Does that apply to packages delivered by UPS or other private carriers? I thought it only applied to mail delivered via USPS.

Sorry you can't get out of the situation. Call the police next time, see if they can help out. But call 311, not 911.

OP here, I don't think they care and the USPS website is a little sketchy on this. They claim they have done this by accident (we expected a package from the same place, didn't read the mailing label, so sorry, not intentional). They wrote this on the last package and I saved it. When the landlord shut them down on us downstairs people getting our mail and packages somewhere else they got very angry. Now our packages which are delivered at the front door on a covered porch away from the street are being tossed on the front steps of the porch where they are exposed to the elements (already had one rained on package). Landlord told them not to do this, they ignored!

OP here, PS, forgot to mention they control our AC. When the temp is below 80 degrees they turn it off. We ask them to turn it back on. They ignore. Landlord has contacted them about this as well. To no avail.

How many times has this mail thing happened? I opened a package addressed to my neighbors the other day by genuine accident. I ordered something from the Gap, and there were two Gap boxes on my porch. One of them was actually for the neighbors. I ran it over - no big deal.

Accidents happen.

OP here and see that's part of my problem. How many times do you give someone the benefit of the doubt? Did you suggest to your neighbors that they shouldn't have their mail delivered to their own address because of your carelessness?

Can you and the other tenants get together to ask the landlord to evict the tenants? I don't know if the landlord could legally do this, but at least you and the other tenants have to keep complaining, so that he understands these new guys are a real problem.
