Looking for some advice or just some sympathy maybe

Approx 3 months ago, I started talking to the HR department of a large company. The calls seemed to go very well and they seem interested. However, the specific job that we initially discussed went away (they decided to only look at internal candidates after all). Fine. I thought that was the end of the potential opportunity. But, the HR person has repeatedly initiated contact with me and has told me that they are expanding and there will likely be a fit for me soon (please be patient). Great.

In early July, she reached out (again) and said that there may be a new opportunity and that she would contact me after 4th of July. Well, I heard nothing. So a couple of days ago, I reached and there has been no response.

Clearly not good signs. But, wondering if this is normal in a large company - or in the summertime generally? I just think they could have let me go in a no-harm-no-foul type way when the 1st opportunity failed to materialize. But all these overtures have gotten my hopes up. Now it feels like a bigger rejection. Any thoughts or advice?

You need my nihilistic job hunting rules:

1,. Their timeframe is not yours. You are not important to them.
2,. Don't take anything personally.
3. HR at big companies in notoriously stupid and inefficient (most of the time)
4. Always have multiple irons in the fire
5. Job search is a game. The people who psychologically deal with it best understand this.

Also, HR at large companies do not make hiring decisions. There role is to protect the company from employment laws.

The hiring managers are who makes the decisions. Talking to the HR person just checks boxes.
