OP was specific that he/she is talking about people flying in who almost certainly go through immigration and leaving soon after the birth. If you want to talk about another situation start your own conversation.

What other countries do this? Automatic citizenship even though the parents aren't citizens? Perhaps they could give birth here but, then their children are not citizens and they have to pay the hospital bill.
