I don't know what's going on here.
I think they had to release him within a certain amount of time, unless they were charging him. They may not yet have enough evidence to charge him with everything they what to charge him with.
They can certainly keep him under surveillance and make sure he is no danger to the community while they gather more evidence.
He does have ties to Brown. His linked in profile mentions he was enrolled in coursework at Brown this semester.

While it might not be true, he also apparently told a friend he was enrolled at Brown U and that he had to move out of his dowrm because it was flooded so he was living in a hotel.
He was trained as a sniper in the army. He had firearms in his hotel. I assume that the bullets didn't match what was used in the shooting. so they maybe had weak evidence to connect him to the murders and therefore had to release him for the moment.
But this guy is suspicious as hell.
