The citizens with limited funds usually have very straight-forward returns and very little to hide, an army of agents isn't needed for them. That's not what it's about. And historic data clearly shows that it's audits of the richest that decreased as IRS lost parity with the number of agents. Not the poorest.

There are a LOT of rich tax evaders, and IRS isn't going after them because they don't have the manpower to deal with tax filings that are hundreds of pages long - like Trump's.

There's nothing to back up the assertion that it's to go after the little guy. Most average little-guy tax payers filings are straight-forward and they have nothing of substance to hide in their filings.
