She wasn't even in Congress when the funds were appropriated. However, she was the sponsor of the bill to name the building after the FBI agents. She could rightfully claim to have been responsible for the name of the building. Kelly simply got it wrong.

There is an investigation about his death, and everything surrounding this whole tragedy.
They initially thought he was kidnapped. I have no doubt we will get a full accounting once the investigation is complete.

"The Miami Herald could not obtain video of the April 10, 2015, event, or a transcript of the remarks."

Kelly could well have heard her claiming to have been instrumental in the funding of the building. I wouldn't put it past Wilson to make this claim. What harm could it do? Nobody will ever know the truth, right?

When Kelly was the Secretary of DHS, he gave inaccurate statements about what DHS was doing. Whether he knew the truth and was lying or just didn't know, he wasn't very concerned with accuracy and truth.
