Weird paint bubbles

What is causing this? Who would I call to fix it?

My guess is moisture. What room is above these bubble spots? Any plumbing in the wall here?

That's a classic leak bubble. Can you pop it and water comes out?

Water- look for condensation drips from AC vents.

Did you try popping it? Might be a pipe or roof leak.

It's a condo and the above unit is occupied. Popped it and a little water came out. Having someone come investigate tonight. Thanks!

We just had this in our house and found condensation from the A/C vent was causing it.

Sorry - that really sucks. I know in my old building, you would be liable for repairing/repainting your unit even when the damage was caused by a neighbor's actions. I had a huge flood because my neighbor's water heater died and sprung a leak.

Yes, of course you have insurance, but:
1) you have to deal with repair (missing working, losing free time, losing use of your home, having to live with the paint smell) because of some else's actions
2) you still pay a deductible
3) your insurance rates go up
4) It may happen a lot (at least in my case - I had water damage four times in a year)
