You don't need to call. We have flown about a dozen times with our 20 month old without a ticket for her, and have never called. Just flew last week - booked tickets and showed up at the airport, where you add her at check-in.
They can be really strict about the birth certificate - we had a problem once when we lost the copy on the trip and they made a big fuss about the return. It totally depends on who is working though - some care more than others.
