Brent - moving OOB?

Anonymous
We are currently renting in the Brent boundary - our older child is currently enrolled and our younger child got a PK3 spot for 2015-16. We will be in our rental through the end of the year and are trying to buy a place in bounds, but there is very little inventory. As I understand it, if we move OOB in late 2015, at the principal's discretion our kids can stay through the end of the 2015-16 school year, but each would need to reapply through the lottery as OOB kids for 2016-17.

Am I right? If so, is there any chance for an OOB grade spot (looks like there were very few open spots offered for this year's Round 1). I assume my younger child would be out of luck for PK4, but *might* have a chance at OOB for K? Or are there so many in-boundary kids now that there will be no OOB K spots at Brent going forward?

You understand right. You'll have to lottery in next year, and your chances are VERY slim.

Good luck with that. Beg the principal to let you stay. Are you active in the PTA?

On PP stating you'd need to reapply -- unless there has been a massive overhaul to re-enrollment process that I'm unaware of, generally once you're in, you're in, assuming you retain a DC address. You generally don't have to reestablish IB address for reenrollment and principals want the continuity. If it requires a waiver it's a routine matter.

OP, just be honest and approach the principal. I bet it will be fine.

You should be fine, and for re enrollment for next year 2016-2017, I would just put my current address (new address) and see what pans out.

OP, you will be permitted to complete the 2015-16 SY, unless you move outside the District. This is something over which the principal has no discretion one way or the other. It's also the reason the DzcPS won't allow a PKer to be removed during the school year for excessive tardies or absences.

As for the following year, DCPS historically has vested its principals with discretion to allow families who move OOB during the SY to return the following year, but believe this will no longer be the case starting in 2015-16 as result of changes made by the DME. This means you would have to reapply for a lottery seat as an OOB family. Although it's impossible to predict whether K will have any lottery seats in SY 2017-18, it would be foolhardy to bank on getting one without sibling pref. And the likelihood of getting a PK4 space in the lottery for SY 2016-17 without IB siblimg pref. would seem to be nil.

If you are committed to Brent, keep looking for an IB rental.

OP, just talk to the principal. If they give discretion then it's a done deal, right?

I don't think this is correct as of 2015. The responses that it is in the Principal's discretion are no longer correct. Per the newly effective guidelines, " a student whose place of residence within the District of Columbia changes from one school zone to a different school zone will be permitted to stay in an in-boundary DCPS school through the end of the school year. The student must obtain a seat through the out-of-boundary lottery"

If you got in based on IB preference then you are at he whim of the lottery if you move OOB. That doesn't mean that principals won't act contrary to the new policy, but it's worth noting that this is a change.

Not the PP, but answer is: Lottery Policy Handbook, page 4, asterisk after "Re-enroll at former in-boundary DCPS school, if home address has changed*"

*As per the Student Assignment and School Boundary implementation plan for the 2015--?2016 school year, a student whose place of residence within the District of Columbia changes from one school zone to a different School zone will be permitted to stay in an in--?boundary DCPS school through the end of the school year.
The student must obtain a seat through the out--?of--?boundary lottery via the My School DC system in order to stay at the school beyond the end of the school year.

If a student is found to be non-compliant, the student may be asked to withdraw and enroll in the new in-boundary school.

Thank you PP.

Actually, this language was removed from a more recent version of the lottery handbook. See this link: http://dcps.dc.gov/DCPS/Files/downloads/Learn-About-Schools/Enrollment/Lottery%20Policy%20Handbook%203%2019%2015.pdf

Does this mean the policy changed or is only being implemented at a later date?

I had understood it was being implemented a year later.
