It's more complex. I used to be the COO of OSSE. I really don't know where all the education money goes. We also need housing and mental health services.

What we need is the political will to tell people to parent their children. To tell women not to have multiple children by multiple men to whom they are not married when neither parent has the education or job skills to take care of their children.
What we KNOW is that finishing high school and delaying child-bearing until you are an employed adult is the way out of poverty. Bonus points for getting married and staying married in terms of beneficial outcomes for kids.
Do we need programs that help people who failed to make those prudent life choices? Yes. But we also need for politicians to be very vocal about what society's expectations are in terms of people getting themselves together. Instead, all DC politicians do is blame "the other"---schools, gentrifiers, systemic racism---without every uttering a single word about personal responsibility.

+1. Absolutely. The kids who are carjacking and committing armed robberies at age 13 aren’t doing it because of systemic racism.

Correct. And it is disgusting people use that as an excuse.

The types of juvenile crime being discussed here more often than not are byproducts of systemic racism. Identifying racism as a cause isn’t an excuse. It’s an observation - and the correct one. Once we accept what’s making our society sick, then we can begin to heal.

No. The crimes committed aren't "juvenile crimes" they're crimes committed by juveniles. Juveniles with poor impulse control and no fear of the consequences, because they're raised without consequences by barely-adults who also suffer few consequences.

Is it racism or not racism? Should all criminals be punished or not?

At some point they need to learn there are consequences. These are serious crimes and should come with serious consequences.

"They can't help it, they grew up in an environment of systemic racism" is in itself the soft racism of low expectations.

I read in the Post today that the precious 6 year old who was shot with her parents on July 16 was walking with her father, who was probably targeted. He was part of a drug gang. So there you go.

It is not either / or.
We need to both address systemic racism and hold people accountable.

You actually can't. The current narrative is that holding people accountable is racist. Look at the comments from DC politicians.
