I think you must not know much about lobbying. A quick Google search shows several large national organizations of gym owners (AFS, IHRSA, etc.). Their Web pages state that they do lobbying as part of their mission. Also these organizations are exactly the kinds of folks that policymakers would reach out to as they write regulations ("where does your industry stand on X?", "What protocols can you put in place to improve safety?", etc.). And, gym owners are going to be active in general business associations AND several gm franchise owners are active in right wing politics (Cross Fit, Solidcore - remember the Trump fundraiser?).

there are also gyms in every congressional distric so as an industry they have collective pull. similar to car dealerships and restaurants.
