Can you bless your own house and religious items or only a priest can do this?

You can do anything you want, and none of us can tell you otherwise.

If you belong to a faith, bless the house with those rules. If a different faith, use those rules. If no faith, then I have no idea what you think you are going achieve with holy water, but whatevs.
