Would you let your DC attend an inferior university because they wanted rah-rah sports culture?

Totally depends on which Ivy and which rah-rah school. Cornell to Notre Dame/UVa/UCLA/Michigan--absolutely. Princeton to Wisconsin/Clemson/Alabama--no. Other combinations would depend on the kid and the goals.

My DD was admitted to a top 4 public U with big sports culture and the facebook group had a few kids intro themselves in April but then they left the group (their name turns a different color) and they ended up at Brown, Chicago and Cornell. I assume they got off waiting lists. I doubt there are students going the other way, t15 to Tailgate University.

Stanford as well. Texas and Wisconsin are pretty good publics and have had some success (Texas more than Wisconsin).

Duke, Northwestern, Rice, and Vanderbilt have all historically been pretty bad at football.
