They aren't ruled out. On this year's forms there is a box to check to authorize access to tax records.

I hate this ... our after school babysitter lives in MD (we live close to the MD border) and it makes me nervous that nervous busy bodies will be making assumptions. When I pick up, I use the metro most often since we only have one car.


Even if someone reports you it won’t matter because you live in the district. It should only make frauds nervous.

Exactly! I have a nanny with Maryland plates. I dont care if people claim Im a residency cheat because I live in my house and pay taxes. Investigate me, I don’t care.

Most of those people file to get the refund. And the Office of Tax and Revenue may have an address on file for them for some other reason (like payroll tax or a prior year when they owed taxes or had a refund).

Many don’t earn enough to pay income taxes, but many people with low incomes file for EITC.

Many poor do file taxes because that’s how they get reapproved for benefits - EITC, WIC, food stamps, etc
