Perhaps so. But I think terms like bimbo describe a behavior that goes beyond simply being sexually promiscuous. The women Hef slept with, especially in his older age, were willing to take part in orgies with a man old enough to be their great-grandfather for money or some other benefit. During his last decade, three women actually agreed to enter a polygamous relationship with him, which included being given an allowance, and curfew and without shame agreed to have their pathetic lives filmed for a TV show. I can think of no better term than bimbo to describe these women.

Women desperate for money aren't on a level playing field with men who have tons of money, power and influence.
