What is your typically summer monthly electric bill cost around here?

Get an energy audit done.

Based on that we got solar attic fans on our roof as well as over our garage. Our garage is quite cool because of that. New energy efficient windows as well as light-blocking blinds. Extra attic insulation (we went higher than the recommended) and finally we got solar panels. The solar panels also provides great insulation to the house in Summer as well as Winter.

10,000 sq ft home. Approximately 3500sq/ft conditioned on each. Hi efficiency HVAC units with separate ductwork and thermostate for of the levels. Keep basement at 72 all the time, fl 1 at 75, and fl 2 at 74 - static. We don't mess with the thermostats. We also have septic pumps, radon pump, three fridges, extensive outdoor lighting, etc. Home is 3 years old. Last Dom bill was $156. No solar.

nothing you are doing wrong. It is an old home with significant heat loss due to lack of insulation within walls as well as the attic.

Our south american friends say its too cold too but we like it that cool.
