My agency had it as a holiday/admin before the start of the Fus al year last October 2017.

Sure. But only compared to ROVA schools. How do they stack up against FCPS, APS, LCPS or schools in the Hampton Roads area, Charlottesville (i.e., the parts of the state where there are more people than cows)?
