Victor is from Slidell. It was said and written on the screen in his intro and when he "found the key," but when he talked to house guests he says he's from New Orleans. To the other PP: I made the Manassas analogy as a quick example. What would be better? Centreville? Somewhere in MD? The point was more that he's a good hour + away from New Orleans. He isn't from New Orleans.  It's a pet peeve and I guarantee people who are really from New Orleans are all rolling their eyes at him.
