If I buy in Centreville can I avoid 66 to DC in rush hour ? Can I take braddock to 495

Actually a very good idea, it will discourage people from moving to likes like Centreville and WV thinking they can commute by car to DC through a dense urban environment. More lanes and less congestion just gets more people like OP looking for bigger newer house at the end of a magic highway. And once they all come, boom lanes are full.

Probably good option is to put toll roads on all of I-66, that would help people evaluate the true costs

LOL, on the "Orange Line to Haymarket". Once upon a time, that would have been feasible. About 10 years ago, VA politicians decided it would be a better idea to add a lane in what was the median. Good luck getting that Orange line extension now.

How is that extra lane relieving auto congestion?
